SAFe specialists outside Agile Teams whose skills are needed by multiple teams but not full-time.

Examples: DBAs, Information Security, UX specialists. Participate in PI Planning and support multiple teams. Tension: LeSS would push these skills into feature teams; SAFe accepts their existence as pragmatic.
