Members of the Scrum Team committed to creating any aspect of a usable Increment each Sprint.

"Developers" in Scrum is deliberately broad — it includes anyone doing product work, not just software engineers. Every framework preserves the Developer role but varies in how developers are organized (feature teams vs. component teams) and how cross-team coordination happens.
