SAFe Role Framework
Product Manager
The Product Manager is responsible for defining and supporting the building of desirable, feasible, viable, and sustainable products — owning the ART Backlog, defining the product vision and roadmap, and serving as the voice of the market.
Vision & Roadmap
The Product Manager defines and communicates the product vision and roadmap for the ART — connecting enterprise strategy to team-level execution through a compelling narrative of where the product is headed.
ART Backlog Ownership
The Product Manager has content authority over the ART Backlog — defining features, prioritizing with WSJF, and ensuring the backlog is refined, ordered, and ready for PI Planning.
Customer & Market Insight
The Product Manager is the voice of the market and the customer at the ART level — bringing external perspective into planning decisions and validating that what the ART builds creates real value.
Stakeholder Management
The Product Manager serves as the primary interface between the ART and external stakeholders — managing expectations, communicating progress, and ensuring alignment between business needs and delivery capacity.
Product Owner Partnership
The Product Manager works closely with Product Owners to decompose features into stories, ensure consistent prioritization, and maintain alignment between the ART-level and team-level backlogs.
PI Outcomes & Metrics
The Product Manager tracks and communicates PI outcomes — using objective data to demonstrate value delivery and inform strategic decisions at the portfolio level.
The Product Manager is not a project manager and not a feature factory operator. The role exists to maximize the value the ART delivers to customers and the business — through strategic vision, empirical prioritization, and relentless focus on outcomes over outputs.
